What are the Issues?

A number of products offered for sale within a shop are age-restricted. As such, for the retailer, there is a responsibility attached to selling such products, to ensure that their misuse is not encouraged or condoned. Such products include:-

· Alcohol
· Cigarettes & tobacco
· Videos & DVDs
· Lottery tickets & Scratchcards
· Fireworks
· Intoxicating substances
· Offensive Weapons
 
Age Restrictions 
· Age 12 – Videos & DVDs: Illegal to supply 12-rated film to a person under the age of 12
· Age 15 – Videos & DVDs: Illegal to supply 15-rated film to a person under the age of 15
· Age 18– Cigarettes & Tobacco/Liqueur chocolates/Lottery Tickets/Scratchcards/Offensive ..weapons (e.g. knives)
· Age 18 – Alcohol/Fireworks (with some exceptions)/Intoxicating substances (including ..butane gas, lighter fluid/fuel, solvent-based glues, aerosols & nail varnish remover)/Videos & ..DVDs (18-rated)
 
Checking ID 

Only accept the following as valid photo ID: -
· Passport
· Photo Drivers Licence
· ‘Prove It’ photo cards (with PASS hologram)
· Citizen Card
· Validate UK

When ID is produced you should check the following: -
· Compare photo to face
· Check date of birth
· Check ID is current and valid
· Check it has not been tampered with

· If you are in any doubt about someone’s age, and the customer cannot provide                  ..documentary proof, the policy should be to refuse the sale.

· If required to refuse a sale, considerable tact and professionalism may be needed to deal ..with a potentially awkward (or even dangerous) situation.

· Keep a log of ID’s requested from suspected underage shoppers including the date, time, ..type of ID shown, name on ID and name of member of staff.

Responsible Promotions/Merchandising 
·.Avoid: Price promotions or multi-buys that will encourage excessive purchase of certain ...products –    e.g. alcohol
· Avoid: Linking age-restricted products with those that will appeal to younger people.
·.Avoid: Positioning age-restricted products in inappropriate locations – e.g. alcohol next to ..confectionery 
Other requirements & Suggestions 
·.In the case of cigarettes, tobacco, alcohol, lottery tickets and scratchcards, you must ..display notices advising of relevant age restrictions.
·.To avoid possible prosecution, it is strongly suggested that notices on ALL age-restricted ..products be displayed prominently in your shop.
·.Ensure all staff are properly trained on age-restricted product, checking ID and all relevant ...policies and procedures.
